The Ministry of Housing and Urban-Rural Development of the People’s Republic of China was established in 2008 as a ministry under the State Council responsible for the administration of construction projects in China. The main responsibilities of the ministry are: To guide the planning and construction of rural and urban areas in China;
The Ministry of Housing and Urban-Rural Development of China, in Building Energy Conservation and Green Buildings Development Plan, set a target to install 5 GW of building-integrated photovoltaics (BIPV) during the 14th Five-Year Plan period.
As of the first half of 2022, more than 25,000 projects have been certified under the current green building regime. Under China’s current green building certification regime: The 3-Star Grade is to be granted by the national building authority, i.e., the Ministry of Housing and Urban-Rural Development (MOHURD).
The main responsibilities of the ministry are: To guide the planning and construction of rural and urban areas in China; To establish national standards of construction; To guide construction activity and regulating the construction market in China; To manage the housing and real estate industry.
To reform urban and rural development, Zhang said the guideline includes an action plan to integrate the country's ambitious climate goals－ensuring carbon dioxide emissions peak before 2030 and realizing carbon neutrality before 2060－into the building sector.
The targets of solar power capacity and generation during the 12th FYP period are set at 21 GW and 25 GW respectively. According to the 12th Plan, China will promote diverse patterns of solar-power development by integrating intensive exploitation with distributed utilization.
