We recommend using capacitors with higher nominal voltage than the nominal voltage of the distribution network. In a 400 V distribution network, we recommend capacitors with a nominal voltage of 440 V and capacitors with a nominal voltage of 480 V for detuned power factor correction with reactors.
A Low voltage capacitor or a voltage regulator is a small capacitor with a low capacity. It plays the role of a filter and if the capacitance of the capacitor increases, it filters out high-frequency noise, which results in a very high peak current and voltage. In most fans, these low voltage capacitors are used as speed controllers.
Are you sure, that values are correct, I mean from 4.7uF to 1uF it could be called voltage variable capacitor. Yes, could be useful for tuning at frequencies below that where varactor diodes are useful. I just typed 'capacitor rated voltage vs capacitance' to google. This was the first graph so I took it.
