The battery restriction is baked into the firmware stack, I don't think there's a way to bypass it. The INF files just stage the firmware, they won't perform the update itself. Once you complete the manual update of the BIOS/firmware on your system, the Windows 11/10 upgrade block notification should now be removed. But while updating, my laptop shows the message "The upgrade process has been suspended because your battery charge is too low.
